Did You Know that NCMS Accredits the Accreditors?

Did you know that the NCMS Accreditation Program "accredits accreditors" in our state by conducting their program evaluation according to Accreditation Council on Continuing Medical Education (ACCME) standards? At this time, 11 CME providers in NC are accredited through the NCMS. These providers offered over 500 learning activities in 2021.

The bulk of the work for this program is handled by Russet Rogers, EdD, who serves as staff consultant to NCMS, and the Medical Education Committee, comprised of NCMS members who conduct program surveys, evaluation, and make decisions on program accreditation.

The program welcomes applications from students in North Carolina health profession training programs interested in a year-long state-wide interprofessional leadership development program. The program is open to medical, pharmacy, physician assistant, nursing, or other health professional students. The program is tuition-free.

Nominees will be evaluated by the Future Clinician Leaders College Program Committee based on the following criteria:

  2. b) Strong potential for this program to impact the student’s future career development

MEMBER SPOTLIGHT: Dr. Gabriel Cade

Meet some of your fellow NCMS members each month in our Member Spotlight!  You can also take your turn in the spotlight. Look at the bottom of this story for more information.

 

1. What is a quote that has had a significant influence on your life, and why?

“Be Here Now.” The quotation is from a 1971 yogi spiritualist, but I first saw it in 9th grade when my math teacher wrote it in all caps on the board - an unintentionally meaningful attempt to gain the control of a rowdy class. I think it took me another decade (or two) to recognize the significance of this concept. Be present. Be in this moment. Be aware of the experience you are having. Be aware of the patient and their experience - be truly present for each need and concern. My intrinsically chaotic way of thinking and learning had led to many lucky wonderful adventures around the world and ultimately (inevitably) to emergency medicine, but I found this mantra necessary to get the most out of each experience. Even outside of the emergency department I see real value in this simple phrase. Put down my cell phone. Look at my wife. Look at my children. My job exposes me constantly to the frailty and flicker of the human condition and I sure don’t want to miss any of it.

2. Where are you from originally?

I was born about 200 feet from my current desk, in the lovely Blue Ridge Regional Hospital in Spruce Pine, NC, about an hour from Asheville. I had a fortunate childhood playing in the rivers and forest of the South Toe valley and I am doubly fortunate to continue doing so with my own children.

3. How did you decide to become a physician?

The dinner party answer is that I proposed to my wife when I was a two-time college dropout, rock climbing around the US, living in my car, occasionally getting work as a gear tester or travel writer. She and her family were understandably dubious. The reality is that it was inevitable - I was just waiting for dramatic timing. My parents, both medical workers themselves, raised me and my siblings with values of service and compassion. My father is a rural primary care physician, my mother is a retired nurse, and I saw the extraordinary relationship they had with our community. The practice of medicine can create opportunities to be very intimately present for another person - sometimes throughout the gentle meanders of a long life, and sometimes through the immediacy of an emergency or significant fear or suffering. My twin sister is a wonderful primary care Physician Assistant also working in rural Appalachia. My older brother is an immigration lawyer who works tirelessly to help children and families seeking asylum and support. We all believe in the value of this type of work and these relationships. Plus, I’m just not sure my wife wanted to live in my car.

4. What do you like about practicing in an underserved area?

It’s a unique and delightful experience to work side by side with my neighbors as we take care of our neighbors. There are many unique challenges practicing in a rural community. Access to resources - even basic non-medical resources - is very limited. Health literacy is low. Socioeconomic obstacles are significant. My family and I live in the same rural area where I work so we all experience some of these challenges ourselves. This helps reinforce the obvious truth that underserved doesn’t mean undeserved. My patients and our shared situation require that I be better at my job than when I worked at a level 1 trauma center. I have to read more and practice more and be more ready. This helps me be more present, to “be here now.” Luckily, I work with nurses and other local doctors who are really, really good at their jobs, and the more we work together in this intimate environment the better we all get together.

5. Is your practice using any tools to address social determinates of health for patients?

A few years ago I was able to participate in the Health Care Leadership and Management (HCLM) program through KIPL/NCMS. During this program we developed a questionnaire to integrate into triage to help identify SDOH in our patient population. Unfortunately, even as we work to identify more of these needs, we still struggle to provide the follow up resources necessary to make impactful change. There is no doubt that addressing these aspects of care enhances individual and community wellness and reduces reliance on primary and emergency care, but the infrastructure to support the need is greatly lacking.

6. What impact has the Covid-19 pandemic had on your practice?

Anyone involved in healthcare has been facing the dual pressures of dealing with COVID in their lives as well as caring for patients dealing with COVID. It has been really hard. The struggles with misinformation feel amplified in our rural community. The demand on our limited resources has been very heavy and our hospital lost some exceptional nurses to burnout and higher-paying travel jobs. It has further exposed some of the pre-existing failings of our healthcare system without (yet) making them better.

7. Do you have any hobbies or activities for self-care?

I have an amazing wife and two super rad little boys, and I don’t know what I would do to recharge without them. We live deep in the mountains and spend a lot of time tramping and playing outdoors. I also love to play soccer, read historical nonfiction adventure (age of exploration Lewis and Clark and Magellan type stuff), and, when everyone goes to bed, play video games.

8. You spent some time abroad in New Zealand, what were some of the differences in the manner healthcare is delivered in NZ v. US?

My truthful opinion is that the method of healthcare delivery in New Zealand is superior in almost all ways to that of the US system. Emergency department visits and any accident-related events are all free. Medications are affordable. Home health is much easier to arrange for management of diabetes, wounds, in-home antibiotics, physical and occupational therapy, and many other kinds of follow up. Nurses and physicians have compulsory “tea breaks” (with real tea) and generous paid leave, things I had never experienced before in almost 15 years in healthcare. The almost complete absence of medical litigation and metric-driven profit medicine fundamentally alter the approach to care. You don’t have to order every test and every scan on every patient every time. In the United States, the fear of missing something that first encounter, and the associated worry of being sued, complicate medical care and drive the cost of workups significantly. In New Zealand, if someone seemed well enough, we could send them home and just ask them to come back if they weren’t improving for a broader work up without any additional cost to the patient for a second visit. In 18 months of working there, I had less than half a dozen encounters with opiate dependent or opiate diverting patients, which is something I deal with almost daily in my US job. Physician salary is standardized across the country and based almost completely on your number of years out of training, so distribution of healthcare resources is much more uniform across all communities, and you don’t wonder if someone doing the same job is making more than you are - they also pay physicians about a third of what they can make in the US, but the emotionally supportive work environment makes it worth it. You do have to wait longer for elective type surgeries and procedures, but it turns out that you can! I believe in the potential of a centralized healthcare system, and with it a better approach to other social determinants of health.

CDC Sounds Alarm on Parechovirus

Last week, the CDC issued a health alert, warning pediatricians about the potentially dangerous pathogen Parechovirus.

Of the multiple reports of infection the agency received, most were for the PeV-A3 strain, commonly associated with severe disease.

Parechoviruses are common childhood pathogens similar to enteroviruses such as the poliovirus. The CDC encourages health care providers to test for Parechovirus when patients present certain symptoms. Symptoms most commonly seen in children 6 months to 5 years old include respiratory tract infection, fever and a rash. In infants younger than 3 months, symptoms may include fever, sepsis-like syndrome or neurologic illness, including seizures and meningitis.

A team of physicians from Carolina Complete Health and the North Carolina Medical Society and researchers from the Center for Advanced Hindsight at Duke University are studying how providers feel about value-based contracts.

Behavioral Health Integration Immersion Program

The BHI Collaborative, a partnership between the AMA and seven other leading physician organizations, is launching a new, free initiative designed to provide enhanced technical assistance to physician practices.

Selected practices will participate (at no cost to them) in a 12-month curriculum designed and taught by industry experts on how to effectively implement behavioral health integration (BHI). Upon completion, practices will be able to:

• Identify the best approach for delivering integrated care (including telehealth) for their practice and patients
• Determine internal staffing needs (including preparation, training, or qualifications) along with outside partnerships
• Design a workflow(s) with processes and protocols that works best for their practice
• Bill/receive payment to sustain delivery of integrated care services
• Establish short- and long-term goals of success, including measurable improvement targets and indicators

1. Debunking Regulatory Myths: Can Physicians Bill for Both Preventive and E/M Services in the Same Visit?

The American Medical Association’s regulatory myths series provides physicians and their care teams with resources to reduce guesswork and administrative burdens so they can focus on streamlining clinical workflow processes, improving patient outcomes, and increasing physician satisfaction. The latest myth in the series focuses on whether physicians can bill for both preventive and E/M services in the same visit. Physicians are not prohibited from coding and billing for both preventive and problem-focused E/M services when they are performed during the same appointment, and this resource provides helpful information on when and how to appropriately handle this common situation.

3. FCC Healthcare Connect Fund Deadline Extended

The FCC’s Healthcare Connect Fund (operated under the FCC’s Rural Healthcare Program) provides a 65% discount on eligible broadband connectivity expenses for eligible rural health care providers, including CHCs. All rural CHCs are encouraged to apply for funding.

Standard-of-Care Tobacco Use Treatment: Behavioral Interventions and Medications

Friday, April 1, 2022

2. NCMS Employee Benefit Plan: Appointment of Drs. Cohen and Contogiannis to the Board of Trustees

The NCMS Employee Benefit Plan welcomes Sandya (Sandy) T. Cohen, MD and Mary Ann Contogiannis, MD to its Board of Trustees. The NCMS Plan provides medical practices with a health benefit plan that is specifically customized to meet practice employee needs for health, life, and dental coverage. The NCMS Plan is governed by a Board of Trustees whose members are both physicians and Plan participants. The Board of Trustees is charged with authority for the administration and operation of, and complete fiscal control over, the Trust and the NCMS Plan. Trustees make thoughtful decisions that affect daily Plan operations and benefit offerings for NCMS members.

1. April 18 Expiration Date for COVID-19 Emergency Licenses

The North Carolina Medical Board (NCMB) recently voted at its Board Meeting to set an April 18, 2022, expiration date for Limited Emergency Licenses. These licenses are held by physicians and PAs who exercised the option to obtain a quick NC license to assist with the state’s medical needs during the COVID-19 pandemic. The NCMB has determined that the state’s need for supplemental medical care has been sufficiently met and, as such, will not issue any additional licenses and is expiring existing ones. Any LEL holder with a pending NC application for licensure is exempt from the expiration date and may continue to practice with an LEL until their application is processed. 2. Nominees Sought For Physician Community Service Award

The NCMS is accepting nominations for the E. Harvey Estes, Jr., MD, Physician Community Service Award.  This award is designed to provide recognition for the many and varied services rendered by physicians to their communities apart from their practice of medicine.  The recipient must be a physician licensed in North Carolina; must not have received the award previously; and must have compiled an outstanding record of community service, which, apart from his or her specific identification as a physician, reflects well on the medical profession.

Nominations must be received by July 1st. Please email the completed nomination to Evan Simmons at [email protected].

3. Nominations Open for NCMS John Huske Anderson Award

The NCMS is accepting nominations for the John Huske Anderson Award, given annually to a layperson whose contributions have had a positive impact on the medical profession and the public health. The award honors Mr. Anderson’s service to medicine and the Society, having served as NCMS legal counsel from 1937 until his retirement in 1983. Nominations must be made by an NCMS member.

1. Hearing In No Surprises Act Lawsuit

Last week, a hearing took place in the American Medical Association’s legal challenge to the narrow provision of the No Surprises Act Interim Final Rule (IFR) that implemented the Independent Dispute Resolution (IDR) process for resolving payment disputes between health plans and physicians/facilities. Two NC physicians, Dr. Stuart Squires and Dr. Victor Kubit, are also named as individual plaintiffs in the lawsuit.

As previously reported, the lawsuit challenges a narrow but impactful provision of a rule issued by the U.S. Department of Health and Human Services (HHS) and other agencies related to the dispute resolution process described in the NSA. The provision being challenged ignores congressional intent and will harm access to care if implemented.

The AMA lawsuit is substantively similar to the lawsuit brought by the Texas Medical Association (TMA) in the U.S. Federal District Court for the Eastern District of Texas. Earlier this year, that Court found in favor of TMA and vacated the provisions in the IFR that weighted the IDR process in favor of health plans. The government has not yet indicated whether it plans to appeal that decision.

2. NC Medicaid Prepaid Health Plans Launch ‘Known Issues Log’

The five Medicaid Prepaid Health Plans (PHPs) have each created (or are in the process of creating) a log that highlights the known issues they are actively working to resolve.  Each PHP’s log will be accessible through their website and updated weekly.

A list of the available logs is accessible below and on the NCMS Medicaid Transformation webpage. The logs that are not available yet will be added to the webpage once they are live.

3. AMA Releases Revised Physician Guide For Keeping Your Practice Open

The American Medical Association (AMA) has released one of its most valuable private practice resources, the revised Physician Guide for Keeping Your Practice Open. This new publication includes updated information to help physicians implement policies and procedures around staff and patient vaccines, as well as advice to address staff burnout and workforce shortages spurred by the ongoing COVID-19 pandemic.

Today marks the start of National Physicians Week, which runs through March 31st.

2. North Carolina Medical Society Members’ White Coat Action Alert

On Tuesday, March 29, 2022, at 9:30 a.m., the Joint Legislative Committee on Access to Healthcare and Medicaid Expansion will listen to testimonies from NCMS Board member Karen L. Smith, MD, FAAFP, and NCMS Legislative Cabinet member McNeil L. Cronin, MD, in support of efforts to improve health insurance coverage in the state and in opposition to HB 277/SB 249 - The SAVE Act.

If passed, the SAVE Act would expand the scope of practice for nurse practitioners, certified nurse midwives, clinical nurse specialists, and certified registered nurse anesthetists within the definition of “advanced practice registered nurse.”  (For more information on the SAVE Act, view the NCMS's 2021 Legislative Summary.) The NCMS’s position is that all patients deserve access to comprehensive care from a collaborative team. Removing physicians and physician assistants from the equation would not result in increased access to care and could potentially increase risks for patients.

2. HHS Announces Funding for Substance Use Treatment and Prevention Programs

2. AMA Professional Satisfaction and Practice Sustainability: An Overview

The video showcases PS2’s efforts to improve—and set a positive future path for—the operational, financial, and technological aspects of a physician’s practice.

3. MAHEC Expands GME Programs for Second Year to Address Rural Physician Shortage

On Friday, March 18, Mountain Area Health Education Center (MAHEC) welcomed 81 new residents on National Resident Matching Program’s Match Day.

MAHEC has expanded its graduate medical education (GME) program offerings for the second year in a row with additional family medicine and ob/gyn residency slots and new fellowships in maternal-fetal medicine, addiction psychiatry, and sports medicine. Over the next year, 185 physicians, dentists, and pharmacists will train in a variety of settings across the region including HCA Mission Health, Charles George VA Hospital in Asheville, Pardee UNC Health Care in Hendersonville, Appalachian Regional Healthcare System in Boone, and Broughton Hospital in Morganton. 1. Raising Kidney Health Awareness During National Kidney Month

During March, the Centers for Medicare & Medicaid Services Office of Minority Health (CMS OMH) recognizes National Kidney Month. Estimates show more than 1 in 7 adults have Chronic Kidney Disease (CKD) and 9 in 10 adults with CKD do not know they are infected with the disease. CKD is most common in those over the age of 65 and among those with Medicare. Visit CMS OMH's Health Observances page for a collection of resources for you and your patients.

2. Black Doulas and Black Mothers Program

A recent article discusses the Black Doulas and Black Mothers Program, which aims to improve maternal health and create a workforce pipeline. In May 2021, The North Carolina Obstetrical and Gynecological Society (NCOGS) offered its endorsement and support of Ms. Venus Standard’s, a certified nurse midwife and the program director, request for support from The Duke Endowment and applauded her project to expand and improve maternal care through a doula training program, as well as her goal of improving services for and in collaboration with underserved communities. 1.  Taxonomy Enrollment Requirement Reminders for Claim Payment

Medicaid and prepaid health plans (PHPs) have identified a trend in claim denials related to taxonomy enrollment and credentialing. As a reminder, the taxonomy submitted on a claim for billing, rendering and attending providers must be a taxonomy for which the provider is enrolled with NC Medicaid. 2. Deadline Extended: FCC Healthcare Connect Fund

The FCC’s Healthcare Connect Fund (operated under the FCC’s Rural Healthcare Program) provides a 65% discount on eligible broadband connectivity expenses for eligible rural health care providers, including CHCs. All rural CHCs are encouraged to apply for funding.

As a reminder, the NCMS is offering resources and a process to help you make the transition to Medicaid managed care. 1.  Nominees Sought For Physician Community Service Award 

The NCMS is accepting nominations for the E. Harvey Estes, Jr., MD, Physician Community Service Award.  This award is designed to provide recognition for the many and varied services rendered by physicians to their communities apart from their practice of medicine.  The recipient must be a physician licensed in North Carolina; must not have received the award previously; and must have compiled an outstanding record of community service, which, apart from his or her specific identification as a physician, reflects well on the medical profession.

Nominations must be received by July 1st. Please email the completed nomination to Evan Simmons at [email protected].

2. Nominations Open for NCMS John Huske Anderson Award

The NCMS is accepting nominations for the John Huske Anderson Award, given annually to a layperson whose contributions have had a positive impact on the medical profession and the public health. The award honors Mr. Anderson’s service to medicine and the Society, having served as NCMS legal counsel from 1937 until his retirement in 1983. Nominations must be made by an NCMS member.

Nominations must be received by July 1st. Please email the completed nomination to Evan Simmons at [email protected].

3.  Patient Resource: Low-Income Household Water Assistance Program

LIHWAP is a temporary emergency program to help eligible households and families afford water and wastewater services. The program provides payments for eligible low-income households directly to the utility company. LIHWAP runs through September 2023 or until the funds run out.

Individuals can apply online at epass.nc.gov. Individuals can also apply by printing a paper application from epass.nc.gov and dropping it off at or faxing it to their local county Department of Social Services or by calling their local county DSS to apply by phone.

4. Today (Wednesday March 16) Is National Vaccination Day

Dating back to the 1940s, National Vaccination Day promotes the importance of routine vaccinations and vaccines to mitigate the deleterious effects of diseases that are preventable by scientifically validated and medically approved vaccinations. The Nation’s Drug Overdose Epidemic: Helping Children and Families, Patients With Pain

Tuesday, April 5, 1 p.m. CT

Most descriptions of the nation’s worsening drug-related overdose epidemic highlight the more than 100,000 individuals who have died in the past year. Broad solutions supported by the AMA and many others point to the need to remove all barriers to medications to treat opioid use disorder, enforce mental health and substance use disorder parity laws, and greatly increase access to harm reduction efforts such as fentanyl test strips and naloxone. Within the tragic mortality figures, however, are unique effects of the epidemic on children and adolescents, historically marginalized and minoritized individuals, and patients with pain. This AMA webinar will look closely at each of these areas from the perspectives of physicians who provide care to these patient populations.

3.  Patient Resources: Help Paying Heating Bills Available

The Low Income Energy Assistance Program (LIEAP) helps eligible households pay their heating bills by making a one-time payment directly to the heating vendor. Households that meet the eligibility criteria for LIEAP should contact their local Department of Social Services (DSS) to apply. Households can apply between now and March 31, or until funds are exhausted.

1.  Blue Cross Blue Shield Extending Its Telehealth Reimbursement Until September 2022 

In a press release sent out on March 10, Blue Cross Blue Shield of North Carolina announced that it would be extending its telehealth reimbursement policy from March 30, 2022 to September 30, 2022. “The policy applies to all Blue Cross NC commercial plans and Medicare Advantage plans offered and administered by Blue Cross NC, including the State Health Plan. Members of the Federal Employee Program have telehealth covered at parity with in-person visits until further notice. The extended policy does not apply to Blue Cross NC members getting care from out-of-state providers. Providers may continue to use the platform of their choosing for telehealth services.”

Chip Baggett, our CEO, says: “Without question, telehealth proved to be a necessary and important way to deliver health care during the COVID pandemic. Its flexibility and other benefits improved access to care, especially among some of our most medically vulnerable patients in rural areas. Any efforts to extend access to telehealth, which is what the extension of reimbursement policy will do, will promote access for patients, even if for a short period of time.”

3. New Legislation Extends Medicaid for Pregnant Beneficiaries from 60 Days to 12 Months After Birth Effective April 1, 2022

Effective April 1, 2022, NC Medicaid coverage for pregnant beneficiaries will extend to the last day of the month in which the 12-month postpartum period ends. The change is made pursuant to NC Senate Bill 105 Session Law 2021-180 Section 9D.13 and the American Rescue Plan Act of 2021. Learn more here.

1.  Carolina Complete Health Seeking Impact Feedback From Practices

The Medicaid prepaid health plan, Carolina Complete Health, would like to know how it impacts provider offices and practices on a daily basis. The plan is conducting a survey through Symphony Performance Health Analytics and invites society members with a contract with Carolina Complete Health to complete the survey.

Carolina Complete Health will use the results from this survey to help manage administrative and operational changes to the health plan and identify areas where improvement may be needed. The survey is also a requirement of the state for health plans and results will be reported in the aggregate to the state.

2. AMA-SHLI Medical Justice In Advocacy Fellowship Deadline Approaching

The Medical Justice in Advocacy Fellowship is a collaborative effort by American Medical Association (AMA) and the Satcher Health Leadership Institute (SHLI) at Morehouse School of Medicine. The fellowship is a unique, first of its kind post-doctoral fellowship designed to enhance physicians’ advocacy leadership skills to improve health outcomes and advance health equity in the areas they serve or may serve. Representing the American Medical Association’s steadfast commitment to advancing the science of physician burnout, this program can empower health systems to reduce burnout so that physicians—and their patients—thrive. The Joy in Medicine Health System Recognition Program is designed to:

3. CMS Now Accepting Applications for the ACO Realizing Equity, Access, and Community Health (ACO REACH) Model

The Center for Medicare and Medicaid Innovation (CMS Innovation Center) is now accepting applications for the recently announced Accountable Care Organization Realizing Equity, Access, and Community Health (ACO REACH) Model for Performance Year (PY) 2023.

Details on the model, as well as eligibility requirements can be found in the Request for Applications (RFA). Interested stakeholders should submit their application via web portal by April 22, 2022 at 11:59 PM EDT.

 

4. Trends in Payor Audits and Disputes

Physician practices are often no stranger to government and commercial payor audits. The AMA’s prerecorded webinar, “Trends in Payor Audits and Disputes,” reviews trends in both Medicare reimbursement audits and commercial payor audits and provides actionable overall strategies for audit response. Presenters also touch on the topics of cross-plan offsetting as it relates to the practice of payor audits, as well as the practice of recovering overpayments. 1.  AMA Seeks Relief For Physicians through the Extension of the “Protecting Medicare and American Farmers from Sequester Cuts Act” 

The American Medical Association (AMA) co-signed a letter seeking relief that could help physicians weather the challenges of the COVID-19 virus and its variants and to maintain patient access to care. The letter asks Congress to retain Medicare Sequester cut relief for health care providers that was put in place as part of the COVID-19 public health emergency (PHE) federal response included in the Coronavirus Aid, Relief, Economic Security (CARES) Act.

Specifically, the letter emphasizes the following: “The Protecting Medicare and American Farmers from Sequester Cuts Act authorized a three-month delay of 2% Medicare sequester payment reductions (January 1, 2022 - March 31, 2022), followed by a three-month, 1% reduction in Medicare sequester payment reductions (April 1, 2022 - June 30, 2022). The resumption of the Medicare sequester before the end of the PHE would unnecessarily hinder our caregiving abilities, especially when the emergence of a new, potentially more dangerous and/or contagious variant continues to loom. Consequently, we urge you to extend the current 2% Medicare sequester moratorium for the duration of the COVID-19 PHE, and to take action before April 1 when sequestration is scheduled to resume.”

2. AMA Successfully Gets CMS to Re-open MIPS Hardship

In response to the AMA’s advocacy, CMS has re-opened the 2021 Merit-based Incentive Payment System (MIPS) extreme and uncontrollable (E&C) hardship exemption process. Physicians have until March 31, 2022 to submit a 2021 exemption to avoid a 2023 negative payment adjustment. Learn more here.

3. Calling NCMS Members to Apply for Physicians Foundation Fellowship Program before March 25 Deadline

The Physicians Foundation has launched the Physicians Foundation Fellowship Program and is seeking applicants among NCMS members. The Foundation is specifically looking for applicants who are new or mid-career in their practice and have experience with or an interest in addressing social drivers of health (SDOH), improving physician wellbeing, and lifting physician perspectives in health policy discussions. Applications are due Friday, March 25, 2022.

1. New ICD-10 Diagnosis and Procedure Codes Effective April 1, 2022

In response to the ongoing COVID-19 public health emergency, the Centers for Disease Control and Prevention’s (CDC) National Center for Health Statistics (NCHS) is implementing three new diagnosis codes into the International Classification of Diseases, Tenth Revision, Clinical Modification (ICD-10-CM) for reporting COVID-19 vaccination status, effective April 1, 2022. 2. Reminder: Death Certificates Fully Online as of January 1st

As of January 1st, the state of North Carolina now requires all death certificates to be submitted electronically using its new online system, the NC Database Application for Vital Events (NC DAVE).

Clinicians who sign death certificates or could need to sign one in the future must register with NC DAVE to certify deaths. Anyone who has not yet registered for a free account with NC DAVE should act now. Under state law, physicians, physician assistants and nurse practitioners may certify deaths. Individuals who sign death certificates are referred to as “medical certifiers”. To keep death certificates moving during the transition, Vital Records will accept paper death certificates through Feb. 28, 2022. Learn more.

1. NCTracks Claims Reprocessing Notification

NC Medicaid is making practices aware of an upcoming NCTracks claims reprocessing effort to address underpayment of professional claims that were processed and paid between April 2, 2017 and July 19, 2018. The affected claims are those that reprocessed for the Affordable Care Act Enhanced Rate adjusted payment and were denied incorrectly. For more details, please see the full notice here.

 

2. Cape Fear Collective Launched Healthy Communities NC Dashboard

In a 2020 report , the North Carolina Institute of Medicine’s (NCIOM) Healthy NC 2030 taskforce developed 21 public health indicators and targets for North Carolina to work toward. The Cape Fear Collective (CFC), in partnership with Novant Health and Datawheel, developed the Healthy Communities NC dashboard as a data and analysis tool to align community data collection, program measurement, and goal setting for communities across the state as they work to address the these indicators. The CFC recently launched the dashboard, publishing the Cape Fear region’s data with plans to publish the additional seven regions soon.  For more information, please see the CFC press release.

1. Study Evaluates Changes in Burnout and Satisfaction with Work-Life Integration in Physicians and the General U.S. Working Population

A new study conducted by the American Medical Association (AMA), Stanford University, and the Mayo Clinic evaluates the prevalence of burnout and satisfaction with work-life integration among physicians and U.S. workers in 2020 relative to 2011, 2014, and 2017. The study, which was published in the Mayo Clinic Proceedings, shows that burnout and satisfaction with work-life integration among U.S. physicians improved between 2017 and 2020. Physicians in specialties most impacted by COVID-19 experienced no significant changes in burnout. Additionally, physicians remain at increased risk for burnout relative to workers in other fields. The AMA, Stanford and Mayo are currently conducting a follow-up national survey to evaluate changes in burnout and professional satisfaction an additional year into the pandemic.

 

2. Rural Communities Opioid Response Program-Behavioral Health Care Technical Assistance (RCORP-BHCTA)

The Health Resources and Services Administration’s (HRSA) Federal Office of Rural Health Policy (FORHP) will award up to $10 million per year for one technical assistance provider to support Rural Communities Opioid Response Program (RCORP) grant recipients’ efforts to develop, implement, and sustain behavioral health, including substance use disorder, interventions in rural communities. 3. The National Institute for Medical Assistant Advancement (NIMAA)

NIMAA is a non-profit educational institute that trains Medical Assistants to work effectively in today's high-performing primary care settings. 2. AMA Releases New Report with Practical Solutions on Incorporating Technology to Accelerate Behavioral Health Integration

The American Medical Association and Manatt Health Strategies have released a new report that provides recommendations for physicians and their care teams on how incorporating technology—including digital tools for screening and intake, clinical decision support, and telehealth care delivery—can advance access to behavioral health care. It builds on AMA’s ongoing efforts to accelerate behavioral health integration (BHI) in primary care practices and measure the value of virtual care using the AMA’s Return on Health framework.

 

3. AMA Article Discusses Costs of Primary Care Physician Turnover

A new article authored by the AMA and Mayo Clinic details how primary care physician turnover is costly and results in nearly one billion dollars in excess healthcare expenditures. “Health Care Expenditures Attributable to Primary Care Physician Overall and Burnout-Related Turnover: A Cross-sectional Analysis,” which appears in Mayo Clinic Proceedings, further states that a significant portion of expenditures is due to turnover, while $260 million is attributable to burnout. Patient access to primary care, as well as the continuity and quality of care, are threatened by physician turnover. These findings emphasize the importance of addressing factors that contribute to burnout among physicians as one approach to decreasing overall U.S. healthcare expenditures.
