SB 481 – Waiver/Prohibit Certain Foods/SNAP

This bill would require the NC Department of Health and Human Services (DHHS) to seek a waiver from the US Department of Agriculture that would authorize the state to prohibit the purchase of certain foods under the federal Supplemental Nutrition Assistance Program (SNAP).
Specifically, the bill seeks to prohibit the use of the following:
- Items with little or no nutritional value including, but not limited to, soft drinks, candy, cakes, and cookies;
- Bulk purchases of grocery items, that, if purchased in smaller quantities, would be considered prepared food.
