SB 543 – Health Insurance Claims Transparency Act

This bill seeks to provide greater transparency in the reporting of claim information under health benefit plans.
This bill would only apply to a government entity that enters into a contract with a health issuer that results in the health insurance issuer delivering or renewing a group health plan.
This bill states that a report of claim information provided in this bill to a government entity is confidential and is not a public record.
The bill states that no later than the 13th calendar day after a health insurance issuer receives a written request for a written report of claim information the issuer must provide that report. However, the health insurance issuer would not be obligated to provide a report to a particular employer or group health plan more than twice in any 12 month period.
