HB 887 – Health Insurance States Mandates Study/Funds

This bill would create the Joint Legislative Committee on State-Mandated Health Insurance Coverage Requirements. The Committee would consist of nine members. Four members of the NC House of Representatives would be appointed by the Speaker of the House of Representatives. Four members of the NC Senate would be appointed by the President Pro Tempore of the Senate. The Commissioner of Insurance, or the Commisssioner’s designee, would serve as a non-voting member.
The purpose of this Committee would be to study all health insurance requirements imposed by the State upon health insurance sold in North Carolina.
The Committee’s study would include the following issues:
- Identification of coverage requirements;
- Cost to employers and individuals of State-mandated health insurance coverage requirements;
- Cost to insurers of adding coverage requirements to health benefit plans;
- Cost efficiency of the State-mandated coverage requirement;
- Consideration of each State-mandated coverage requirement and if it remains necessary.
This bill has been referred to the House Health Care Reform Committee. If it is found favorable there, it will move to the House Appropriations Committee.
